[pgpool-hackers: 4566] Markdown README for github

Hi Hackers,
Current README file (which is by default rendered in github ) , does
not say a lot about pgpool2. It just shows one link and that does not
seem valid.

Attached patch provides a new README.md file which summarizes the
pgpool2 project as a github landing page. You can also view how it
looks in my following fork of pgpool2 repository.

I am also planning to add markdown format README files in sub folders
as well (similar how PostgreSQL did recently) but that would be a
separate topics and I will start a separate thread for that.

Let me know if you have any thoughts. Is it a good idea and how can we
improve it.
