[pgpool-hackers: 4569] Proposal: add a log for pgpool.conf location

>From time to time users are not sure which pgpool.conf they are
using. To help them I propose to emit a log at the start up of pgpool
something like:

 LOG:  Using config file: /usr/local/etc/pgpool.conf

Attached is the small patch to implement it.
