[pgpool-hackers: 4285] Bug with primary_routing_query_pattern_list

The parameter cannot be overwritten by the same parameter appearing
after the first one. For example,

primary_routing_query_pattern_list = 'SELECT 1'
primary_routing_query_pattern_list = 'SELECT 2'

The first one (SELECT 1) is only in effect. The second one 'SELECT 2)
is ignored. This is very different from all other
parameters. Moreover, it's hard to test because we usually test the
parameters by appending new to pgpool.conf.
