[pgpool-hackers: 4200] Update documentation of AWS configuration example

The documentation of "8.4. AWS Configuration Example" was added a few years ago,
and it describes how to set an Elastic IP address as virtual IP.

Because some users requested the configutation example for a private subnet on AWS,
I updated the documetation to add a new section which describes how to
use a private IP address as virtual IP.

Also I added sample scripts aws_eip_if_cmd.sh and aws_rtb_if_cmd.sh,
which are used to assign virtual IP on AWS.

The patch is attached.
