[pgpool-hackers: 3850] Some enum type configration parameters documented as string type

Hi,

I noticed some of enum type configuration parameters are documented as
string type parameters (e.g. log_standby_delay). This is no big deal
because Pgpool-II accepts string (like 'foo') even if it is for enum
type. But this is inaccurate and annoying. I propose to fix all the
places, documentation and sample config files.

Any volunteers?
