[pgpool-hackers: 3744] pcp_promote_node

Currently if pcp_promote_node is executed, other backend nodes are
shutdown and follow_master_command will be executed. This is the
behavior described in the follow_master_command section and should be
ok. However, this is not described in the pcp_promote_node command and
we should mention that follow_master_command will be executed.

Attached is the patch for this.
