[pgpool-hackers: 2756] Master watchdog sets quarantine state to primary node

If the master watchdog sets primary node in quarantine state, no write
query is possible because the query is routed to VIP -> master
watchdog -> standby node. A user claimed that in this case the master
watchdog should resign the master role so that another watchdog node
can take over the role and continue to handle the write query.

What do you think? For me the suggestion seems reasonable.
