[pgpool-hackers: 2540] New test suits

Hi Pgpool-II developers,

I have added new test suits test/extended-query-test to test out
extended query by using pgproto
(https://github.com/tatsuo-ishii/pgproto) command. I personally used
the tests and found that it is useful to detect extended query
processing bugs in Pgpool-II. So I added it.
