[pgpool-general: 8794] Relationship between num_init_children and max_pool?

PgPool 4.3.6

According to my reading of those docs, when num_init_children=60, and 
max_pool=2, I should see 120 connections to the backend Postgresql primary.

However, I only see 60 connections.  What am I misunderstanding?
