The upper limit of shmem size depends on the system defined shared
memory size.  Unfortunately there is a bug with the query cache system
which limits the max size of cache to 2GB.  This will be fixed in the
next minor releases (planned to be released in this November). After
the fix applied, the upper limit will be same the system shared memory
size.
