[pgpool-committers: 8069] pgpool: Change compile time default value of failover_when_quorum_exist

Change compile time default value of failover_when_quorum_exists to on.

failover_when_quorum_exists is already on in the docs and in
pgpool.conf.sample-stream. So sync with them.
