Revert "Fix pgpool_setup problem with -r option and PostgreSQL 12."

This reverts commit 014458a6fcf02c61bcba912964cf6caade5f8fe3.

Since pg_rewind is supported in Pgpool-II 3.7 or before, the fix is
not necessary.
