[pgpool-committers: 5847] pgpool: Change check_temp_table's type to enum.

Change check_temp_table's type to enum.

It was actually implemented as 'enum' rather than 'string'. So change
all docs and sample configuration files.

Also allow to specify on/off for backward compatibility.
