[pgpool-committers: 3360] pgpool: Add "-pg" option to pgpool_setup.

Add "-pg" option to pgpool_setup.

This is useful when you want to assign specific port number to
PostgreSQL. Also I will use this for implementing "watchdog_setup",
which creates the watchdog test environment on top of pgpool_setup.
