[pgpool-hackers: 1638] pgpool-II does not use default configuration

I found a problem with pgpool-II master branch. When pgpool starts and
if it cannot find a pgpool.conf specified by -f option, it should use
default (built-in) configuration values. However pgpool-II just exits
in this case. This is incompatible with behaviors of existing
pgpool-II releases. Here is the log file.
